The Strategy of Change of the NES for 2006-2008 was initiated by the project
Evaluation Committee, within the project Labour Market Institutional Capacity Building in Serbia, which is carried out in cooperation with SIDA and AMS.
We hope that this strategic document, approved by the Managing Board of the NES, as the result of the NES team work and efforts made as to the reduction of unemployment (overall social problem), will contribute to the capacity building process of the key labour market institutions and speed up the process of harmonization with EU standards in the area of employment policy and operating of employment services (modern public services, client-oriented – towards employers and unemployed persons).
We cannot find a justified reason why the operating methods and forms of the NES should not comply with the positive practice in developed countries and tasks defined by the Serbian Government and the Ministry of Labour, Employment and Social Policy through the National Employment Strategy 2005-2010, Poverty Reduction Strategy 2003-2010 and National Employment Action Plan 2006-2008 (which should be adopted at the beginning of 2006).
Directions of change, defined in this document, should enable the NES to adequately meet modern requirements in its transition into the organization with the leading role in the employment policy implementation. The NES will become an organization which is ready to learn permanently, able to adapt to the current changes and respond to them quickly and efficiently.
The adoption of the Strategy of Change of the NES for 2006-2008 is the first step that has pointed out the future guidelines we should follow. However, considering the numerous obstacles we will come across, we expect the support of the Government of the Republic of Serbia and social partners, in order to reach our final goal: unemployment and poverty reduction.
